Position Overview

A local public works agency is seeking an experienced NPDES Manager to coordinate, implement, and manage compliance of the National Pollutant Discharge Elimination System (NPDES) MS4 permit in accordance with federal, state, and local laws and regulations.

This position involves stormwater compliance management, public outreach, staff supervision, and technical reporting. The ideal candidate has at least 3 years of stormwater experience, is detail-oriented, and can manage multiple priorities while maintaining compliance with applicable federal and state regulations.


Key Responsibilities

  • Manage and supervise staff, including performance evaluations, training, and scheduling
  • Oversee stormwater conservation and quality efforts, ensuring compliance with federal, state, and local codes
  • Review and approve engineering and construction plans; resolve system design issues
  • Enforce stormwater management regulations and ensure compliance with TDEC and NPDES requirements
  • Develop public outreach programs and give presentations to community groups
  • Develop grants and professional service contracts; respond to customer complaints and recommend program improvements
  • Maintain the Storm Water Ordinance, Storm Water Management Manual, and Municipal Good Housekeeping Program

Qualifications

  • Bachelor's degree in Science, Engineering, or a related field
  • 3+ years of stormwater experience related to development, design, and maintenance
  • Valid driver's license required
  • TDEC Erosion Prevention and Sediment Control Level II certification required
  • Knowledge of NPDES, civil engineering principles, and applicable federal, state, and local regulations
  • Strong communication, organizational, and computer skills

Compensation & Benefits

  • Salary: $81,207 – $121,810 annually, commensurate with experience

Work Environment

On-site position in Clarksville, TN. This role may require field work including walking, climbing, and outdoor site inspections in addition to office duties.
